The thieves were able to break into 86 of the 360 lockers in the strong room in Gohana in the northern state of Haryana.
The 25m long and 1m wide tunnel was dug from an abandoned building across the street, senior police official Rajeev Deshwal said.
"Bank staff were shocked to find the strong-room in a ransacked state on Monday morning. The security guard said he heard nothing", he said by phone.

Police were equally clueless about the identities of the culprits as there were no security cameras inside the strong-room.

Although no exact estimate was available, police sources said the losses ran into million of rupees with cash and jewellery stolen.
Police found two rooms full of dirt that had been excavated to dig the tunnel, broadcaster NDTV reported. Windows were covered with cardboard to hide the digging activity.
The planning and execution of the crime could have taken a month, the report said.
